Formats we quote for Virginia

HB 360 bars vapes, combustibles and child-appealing products and sets two strict 7-OH limits. We read the child-appeal rule as a retail presentation rule and quote all six formats, with the lot report and the retail packaging as your responsibility.

6 products

Leaf powder for Virginia buyers

Leaf powder must carry a full ingredient list and the statutory warning. The 7-OH share of total alkaloids and the per-serving figure both need a lot report behind them.

Crushed leaf for Virginia buyers

Crushed leaf is treated like powder under the act. The practical task for a Virginia shelf is the label text and keeping the product behind the counter or in a locked case.

Capsules for Virginia buyers

Capsules give a clear unit for the 1 mg per serving limit, though the statute does not define a serving. Confirm how your lot report measures it.

Extracts for Virginia buyers

HB 360 bans semi-synthetic alkaloids, limits residual solvents and sets two 7-OH limits, so an extract needs a lot report that shows solvents and both 7-OH figures. We never ship concentrated or isolated 7-OH products.

Gummies for Virginia buyers

HB 360 bars products that appeal to children. We read that as a retail presentation rule and supply businesses, not consumers, so plain, adult-oriented retail packaging is yours to keep. The ingredient list, warning and 7-OH limits apply as for other formats.

Shots for Virginia buyers

Liquids are not barred, but refrigerated stock may sit in a beer or wine cooler under ABC rules. The ingredient list and warning must fit the bottle.

How a Virginia order works

  1. Send your business details, products, quantities and each Virginia ship-to address through the quote form.

  2. We check the order against the HB 360 label, 7-OH and display rules, and tell you if anything must change before we quote.

  4. The manufacturer ships direct to you, with the lot's lab report available for the products you ordered.

Virginia order checklist

Five things to settle before you place a Virginia order, in the order they usually come up.

Clear shelf space behind the counter

Every kratom product must be kept behind the counter or in a locked case. Settle the fixture before stock arrives, since open peg displays are out.

Read both 7-OH figures on every lot report

The 1% share of total alkaloids and the 1 mg per serving limit apply together. A product that passes one can still fail the other, so check both before you buy.

Define a serving the way your lot report does

The statute does not define a serving. Ask how the report measures it and print the same serving on the label so the 1 mg figure is traceable.

Use the exact warning text

The label needs the statutory WARNING wording as written. The governor approved HB 360 without amendment despite an industry request to change it, so use the enacted text.

Check retail packaging for child appeal

Products may not appeal to children. Choose plain, adult-oriented packaging, especially for gummies and flavored shots.

Plan as if the Consumer Protection Act reaches wholesale

The act is written for suppliers in consumer transactions, and whether it reaches pure wholesale is not settled. Keep your records as if it does.

Virginia compliance points for buyers

Two 7-OH limits at once

7-OH cannot exceed 1% of total alkaloids in the container, and a product cannot deliver more than 1 mg per serving. The act does not define a serving, so we read the lot report for both figures.

Synthetic and solvent bans

Synthesized and semi-synthetic alkaloids are banned, and extracts with residual solvents above statutory or pharmacopeial limits are not allowed. We quote extracts only against a lot report that shows solvents and both 7-OH figures.

Label and display

Every product needs a full ingredient list and the exact statutory WARNING text, and must be kept behind the counter or in a locked case. Products may not appeal to children, and vapes and combustibles are prohibited.

Enforcement and wholesale scope

Violations are prohibited practices under the Virginia Consumer Protection Act, enforced by the Attorney General and local attorneys, with private suits possible. The act is written for suppliers in consumer transactions, and whether it reaches pure wholesale is not settled, so we plan as if it does.

What the statute asks for on a package, and the records that let you stand behind it.

Full ingredient list

Every product needs a complete ingredient list. For gummies and shots, that means every added ingredient, not only kratom.

The exact WARNING text

The statutory warning must appear exactly as enacted. It also has to fit the container, which is the hard part on shots and small capsule bottles.

What changed and what to watch

  • July 1, 2023

The original kratom provision in Va. Code 59.1-200 took effect. It barred sales to anyone under 21 and required an ingredient label with a health advisory.

  • July 1, 2026

HB 360 took effect, adding the 7-OH limits, the storage rule, the new warning and bans on synthetic alkaloids, vapes and child-appealing products. The governor approved it April 13, 2026.

  • August 26, 2026

DEA temporarily placed mitragynine pseudoindoxyl, MGM-15 and MGM-16 in Schedule I. We do not supply these compounds.

  • October 14, 2026

DEA published a notice of intent on 7-OH and mitragynine pseudoindoxyl. An order cannot issue before about November 13, 2026.

Local rules inside Virginia

No local rules found. No Virginia city or county kratom ordinance was found, but the search was not exhaustive. We check each ship-to address before quoting.

Virginia compared with nearby states

North Carolina

No enacted state kratom law, no state label or 7-OH rule, and an age of 21 only in Dare County.

Georgia

Also a per-serving 7-OH limit of 1 mg, but with 0.5 mg per gram instead of a percentage and a cap of 150 mg mitragynine per serving.

South Carolina

Same age of 21, but no numeric 7-OH cap: fully synthetic alkaloids are banned and the amount goes on the label.

Bulk kratom in Virginia FAQ

Does Kratom. One ship wholesale kratom to Virginia?

Yes, to business buyers. Orders ship direct from US manufacturers after we review the Virginia ship-to address against HB 360.

Which kratom formats can a Virginia store order?

All six: leaf powder, crushed leaf, capsules, extracts, gummies and shots. Gummies and extracts need the most care, since HB 360 bars products that appeal to children and semi-synthetic alkaloids, and sets two 7-OH limits, so we quote them against a lot report.

What are the Virginia 7-OH limits?

7-OH cannot exceed 1% of total alkaloids in the container, and a product cannot deliver more than 1 mg per serving. Both apply, and the act does not define a serving.

Does a Virginia retailer need lab reports?

The statute has no testing mandate, but the 1% and 1 mg 7-OH limits are hard to show without a lot report. See our lab results page for what we provide.

Why does Kratom. One use 21 when Virginia says 21?

Virginia sets 21, the same as our rule. We sell to businesses only, to adults 21 and over.

Is Virginia planning more kratom changes?

An advocate told WTVR in May 2026 that more measures are being prepared for the 2027 session, but no bill had been identified. A federal 7-OH scheduling notice was also published in October 2026.
