How to buy wholesale kratom

Is Kratom Legal in Iowa?

Yes, for now. Iowa has no kratom statute: it is not scheduled, and there is no state age limit, 7-OH cap, label rule or license. That could change fast. A bill to make kratom Schedule I passed the House in March 2026, and in September Gov. Kim Reynolds called for a total ban.

What changed recently

  1. The Iowa City Council voted 6-1 to defer a proposed city ban indefinitely, saying the state should regulate kratom.
  2. SF 367, a Schedule I bill from Sen. Mark Costello, had its last action in a Senate Judiciary subcommittee and died.
  3. SF 2192, the Senate Schedule I bill, was reported out of committee.
  4. The House passed HF 2133, making kratom a Schedule I hallucinogen, 69-26. An amendment for age 21, dosage limits, labels and testing failed 44-51.
  5. A Senate amendment to HF 2133 was filed. The Senate never voted, and the session ended without a law.
  6. Federal: DEA temporarily placed mitragynine pseudoindoxyl, MGM-15 and MGM-16 in Schedule I.
  7. Gov. Reynolds called for a total ban on natural kratom and synthetic variants. Iowa HHS reported 45 kratom-associated deaths since 2024, and the Board of Pharmacy was reported to be weighing emergency rules.

The Iowa rules in detail

No state kratom law

Iowa has not scheduled kratom, mitragynine or 7-OH, and it has no kratom consumer protection act. There is no state minimum age, no 7-OH cap, no kratom label rule, no testing mandate and no seller license. Retailers may set their own age policy. General Iowa food and drug rules and federal FDA rules still apply.

Federally controlled compounds

Three kratom-derived compounds, mitragynine pseudoindoxyl, MGM-15 and MGM-16, have been federal Schedule I since August 26, 2026. They cannot be sold in Iowa. The Public Safety Commissioner has warned retailers that packaging claims do not protect them from selling a controlled substance. 7-OH was still under federal review as of September 2026.

A lot-level lab report is the practical way to show a product contains none of these compounds. See how to read a kratom lab report.

A ban is being pushed for 2027

HF 2133 would have made kratom a Schedule I hallucinogen with criminal possession penalties. It passed the House but stalled in the Senate. The 91st General Assembly ends January 10, 2027, so any new ban must be refiled in the 2027 session. The Governor has said she supports a full ban.

The Board of Pharmacy was also reported in September 2026 to be considering emergency rules on synthetic kratom. No rule text or notice was found, and whether a rule was adopted could not be checked.

City and county rules

No local kratom ordinance was confirmed. Iowa City considered a ban in 2024 and deferred it. Check whether Des Moines, Cedar Rapids, Davenport or Council Bluffs have acted before you ship there.

Local rules inside Iowa

State law is not the whole picture. Cities and counties can add their own rules, and some already have.

  • Iowa City. The council voted 6-1 in 2024 to defer a proposed ban indefinitely, saying regulation belongs at the state level. No ordinance was adopted.

Enforcement and penalties

Because Iowa has no kratom statute, there are no state kratom-specific penalties. Enforcement today centers on controlled substances: the Board of Pharmacy handles scheduling rules, the Department of Public Safety handles policing, and federal DEA and FDA cover federally scheduled analogs. News reports on the penalties HF 2133 would have imposed are inconsistent, so treat them as unknown and ask Iowa counsel if a ban bill returns.

Federal context

Federal rules sit on top of state law. As of the sources we reviewed on October 18, 2026, DEA had temporarily scheduled mitragynine pseudoindoxyl, MGM-15 and MGM-16 (effective August 26, 2026). On October 14, 2026 it published a notice of intent to temporarily schedule 7-OH and mitragynine pseudoindoxyl above a threshold (more than 1 mg per gram or per mL, or less than 100 times as much mitragynine as 7-OH); that order cannot take effect before about November 13, 2026. DEA has said its action does not override stricter state law. Check the Federal Register for anything newer, and see our overview of kratom laws for sellers for the federal background.

Wholesale buyer checklist for Iowa

  1. Confirm no product contains mitragynine pseudoindoxyl, MGM-15 or MGM-16, using a lot-level lab report.
  2. Do not rely on label wording to cover a product that contains a controlled compound.
  3. Set your own age gate, since Iowa sets none.
  4. Check for a Board of Pharmacy emergency rule on 7-OH or synthetic kratom before each Iowa order.
  5. Watch the 2027 session, which opens in January, for a refiled Schedule I bill.
  6. Keep Iowa inventory and open orders small so you can stop quickly if a ban passes.
